Information for applicants to budget places

Foreign citizens and stateless people have the right to receive higher education at the expense of budget allocations in accordance with international treaties of the Russian Federation, federal laws or the quota established by the Government of the Russian Federation for the education of foreign citizens and stateless persons, as well as at the expense of individuals and legal entities in accordance with contracts on the provision of paid educational services.

Foreign citizens endowed with the status of «Compatriots» have the right to receive higher education at the expense of budget allocations on an equal basis with citizens of the Russian Federation, on the condition that they provide documents or other evidence confirming, respectively:

  • Citizenship of the USSR, citizenship or lack thereof at the time of presentation – for persons who were citizens of the USSR;
  • Residence in the past on the territory of the Russian state, the Russian Republic, the RSFSR, the USSR or the Russian Federation, the corresponding citizenship when leaving this territory and citizenship or lack thereof at the time of presentation for immigrants (emigrants);
  • Kinship in a straight ascending line with the indicated persons-for the descendants of compatriots;
  • Residence abroad (for all indicated persons).

Conditions for granting a foreign citizen the status of a compatriot:

  • LIVING ABROAD;
  • Persons who were citizens of the USSR;
  • Emigrants;
  • Persons who are related in a direct ascending line to people who were citizens of the USSR;
  • People having direct kinship with emigrants.
